How clean air zones decide
Most UK zones use the same Euro emissions standards for cars. Oxford is the exception: its Zero Emission Zone charges every car that is not zero emission. The standard is not always on the V5C, so we look it up in the VCA fuel and emissions data, or take the minimum for the first registration date. Only the zone operator's own checker is final.

A hybrid is judged on the fuel its engine uses. A fully electric car has no Euro standard, so confirm each zone's rule for it.
Glasgow, Edinburgh, Aberdeen and Dundee have no charge to pay. A car below the standard that drives in is fined, and the fine rises for repeat entries.
